Ambassador Keith Smith is a Distinguished CEPA Fellow in Residence. Ambassador Smith was previously a Senior Associate at the Center for Strategic and International Studies (CSIS). He retired from the U.S. Department of State in 2000, where his career focused primarily on European affairs. From 1997 to 2000, he was U.S. Ambassador to Lithuania, with additional posts in Europe, including Hungary, Norway and Estonia. In addition to several other State Department assignments, he most recently served as Director of Policy for Europe and Senior Advisor to the Deputy Secretary of State regarding U.S. assistance programs in Eastern Europe. Since 2000, Smith has been a consultant to several energy companies and has lectured on Russian-European energy issues in the United States, Poland, Belgium, Norway, United Kingdom, Germany, Czech Republic, Estonia and Lithuania. He is the author of numerous articles on international energy issues that have appeared in over 30 newspapers around the world, including the Financial Times and International Herald Tribune. Smith’s most recent publications include “Unconventional Gas and European Security: Politics and Foreign Policy of Fracking in Europe,” “Managing the Challenge of Russian Energy Policies,” and “Lack of Transparency in Russian Energy Trade.”
Maxim Timchenko was born on 12 August 1975 in Novoselitsy, Novgorod Region, Russia. In 1997, he graduated with honours from the Donetsk State Academy of Management with a degree in Production Management. He continued his education at Manchester University and received a BA degree in Economics and Social Sciences with honours.
Mr Timchenko began his career as a consultant at PricewaterhouseCoopers (1998-2002), where he rose to the position of senior auditor.
From 2002 to 2005, he worked as a senior manager at System Capital Management. Since July 2005, he has been DTEK’s Chief Executive Officer and Chairman of the Management Board.
Mr Timchenko is a member of the Association of Certified Chartered Accountants (АССА).
Over a number of years, Mr Timchenko has occupied the leading positions in the ratings of Ukrainian senior executives. He first topped the rating of ‘TOP-100. The Best Top-Managers of Ukraine’ in 2008. In 2013, Mr Timchenko was ranked by the rating organisers as the best top manager of the Ukrainian energy company. Kompanion business magazine named him first out of the ten best top-managers based on 2013 performance. The same year DTEK’s CEO was named one of the ten best senior executives by Forbes Ukraine and Gvardia business magazines.
Since 1 December 2011 Graham Tiley is a Shell Ukraine Country Chair and General Manager of Shell Ukraine Exploration and Production I LLC, an exploration and production company in Ukraine. In his role as Shell Ukraine Country Chair Mr. Tiley is responsible for strategic direction of Shell in Ukraine, general coordination of all company businesses in the country, as well as representing company’s interests to key stakeholders, first and foremost, to government officials. Mr. Tiley also leads Shell’s exploration and production activities in Ukraine, including successful implementation of the existing joint activity with SC “Ukrgasvydobuvannia” and any new opportunities of unlocking hydrocarbon potential of Ukraine. Mr. Tiley, British, was born in 1962. He has a PhD in Geological Sciences from University of Birmingham, United Kingdom. Mr. Tiley joined Shell in 1988 and during the 23 years with the company he has undertaken various assignments in Europe, Africa, CIS and Middle East. Since mid 90s Mr. Tiley has specialized in difficult hydrocarbons. In 2002 – 2008 Mr. Tiley was responsible for exploration, appraisal and delivery of new exploration projects of Shell in Russia and CIS. He was also responsible for effective cooperation with Shell’s joint ventures partners. In 2008 Mr. Tiley was appointed General Manager Exploration Algeria where he managed seismic and drilling operations to evaluate tight gas potential of the project. From January 2010 Mr. Tiley managed Shell’s new exploration projects in Africa and Europe, including difficult gas projects in Sweden, Germany and South Africa. Graham Tiley is married with four children. He is fond of music, plays the guitar.

He worked in Atlanta (Georgia, USA) in the field of project management (company IBM GlobalServices, Ford and Harrison LLP and Eclipsys Corporation), held on the position of Business Development Director in the divisions of the international energy corporation AES in Kazakhstan, Russia, Great Britain, Turkey and Africa, headed the business development in Europe and the CIS in an international company ContourGlobal, he had been as Director of DTEK Power Trade, and later - the commercial director of DTEK (the largest energy company in Ukraine). Professional with experience in structuring complex M&A transactions, long term power supply and fuel supply contracts, negotiating bank financing terms, conducting extensive due diligence and managing a team and a budget. Special emphasis on capital intensive infrastructure projects in emerging markets. Extensive experience and network in electricity sector of Europe, Russia, Central Asia, Africa and Asia.
Guerman Ainbinder was born in 1969. In 1991, he graduated from the Moscow Institute of Machine Building. In 1995, upon completing his studies at the School of Business and Economics at the Russian government’s Academy of the National Economy and California State University (Hayward), he was awarded an MBA degree in Applied Economics and Finance. In 2011, he graduated from the corporate MBA programme Energy of the Leader: joint programme of DTEK Academy and London Business School.
From September 1993 to January 1995, Mr Ainbinder worked as Finance Manager for NERO (Russia). At the same time, he was an Adviser to the Rector of the School of Business at the Russian Government’s Academy of the National Economy. In October 1995, he joined management consulting firm Deloitte and Touche CIS. In February 1997 he joined the Russian division of Merck Sharp & Dohme Idea, where he was responsible for business development. In June 1999, he joined KPMG’s Strategy and Organisational Planning group.
From 2005 Mr Ainbinder has been working for DTEK.
Oleksandr acts as an advisor on energy to different authorities, governmental representatives and politicians in Ukraine – Ministry of regional development, construction and communal services, Parliamentary committee on energy and nuclear energy and safety, Vice-prime-minister of Ukraine, Chairperson of the Verkhovnaya Rada of Ukraine, several MPs etc. He also works with Anti-crisis energy cell of the Cabinet of Ministers of Ukraine helping to keep the energy sector of Ukraine stable and managing development of anti-crisis and contingency plans etc. As a part of this work he works closely with international groups and authorities.
Oleksandr is a Managing director of the Energy Industry Research Center (EIRCenter.com) that he founded together with his partner in 2012. Peter O'Brien is the Country Director and Head of EuroCape's wind development projects in the Ukraine. He is based in EuroCape's Kiev offices and also oversees all operations and project development in EuroCape's offices in the Zaparosha region. Jozsef Balogh had been active in the CEE energy markets since 1992. He is a lawyer by education and started off his career with Clifford Chance, Energy and Natural Resources Team in London. He moved to NM Rothschild in 1994 to privatize the Hungarian gas distribution companies. After this experience, Jozsef completed his Ph.D. at the University of Edinburgh, Faculty of Law. But he never returned to the law profession.
Jozsef joined ENRON in 1998 and stayed with this company after the collapse. His ENRON roles included government and regulation, Central European origination and, finally, ENRON Teesside Operation Ltd, where he was working on UK gas and power deals. Jozsef spent the post-ENRON years with various energy traders.
Currently, he is the head of the CEE origination and trading team of EGL AG, Switzerland.

Prior to joining JKX, Philip worked for TNK-BP Gas & Power division where he performed a number of senior roles including head of strategy, business development and regulatory affairs. Yuri has 12 years of experience in the financial sectors of Ukraine, Russia and the Great Britain. He has graduated from the Kiev National University of Economics in 1997 and began his career at PricewaterhouseCoopers, where he advised leading Ukrainian companies on financial management. In 2002 Yuri was invited to help with the reform of the National Joint Stock Company “Naftogaz of Ukraine.” He has been working with the Company in a variety of roles, most recently as a VP and Director of Business Development. Jim Bown worked for more than 25 years with British Petroleum (BP) in the international oil and gas sector. Following a four year involvement in BP’s business development activities in Baku, Azerbaijan, he moved to Kyiv in April 1997 to establish a new corporate office for BP and to become the BP Group’s Chief Business Representative in Ukraine. From 1997 to 2000 he was involved in the development and implementation of BP’s upstream oil and gas investment strategy for Ukraine, the principal focus of which was the exploration and development of potentially very large on-shore natural gas resources in Ukraine’s Dnipro-Donets Basin.
He retired from BP in March 2000 and established a successful energy industry consultancy practice located in Kyiv. Based on his extensive experience in the international oil and gas sector, Jim Bown has provided advice and services to clients in areas such as oil/gas business development, investment project implementation, government and external relations, and business and political analysis.
Since June 2005 he has represented Vanco Energy Company (USA) in Ukraine. During this time he helped Vanco to win Ukraine’s first Black Sea production sharing tender competition in April 2006, and then contributed to Vanco’s successful negotiation and execution on 19 October 2007 of the country’s first oil and gas production sharing agreement for the Prykerchenska area of the Ukrainian Black Sea. He was appointed President of Vanco Prykerchenska Ltd in July 2008.

From 1997 to 2001 he worked in the public debt department of Ministry of Finance of Ukraine as the Head of Capital Markets. Then worked as deputy chairman of the bank NRB-Ukraine, then held the same position in the TAS-Investbank. Hromayev is an owner of Bezerius Holdings Ltd., which is the majority owner of the Great East Energy. He is the founder of the investment company ARTA. In January 2014 Timur Hromayev was appointed Chief Executive Officer (CEO) of Great East Energy (the American gas-production company with assets in Ukraine).
George Rudko is Doctor of Geological and Mineralogical Sciences, Doctor of Geographical Sciences, PhD, Professor, Academician of the Academy of Sciences of Ukraine, Academician of the Academy of Mining Sciences, chairman of the State Committee of Ukraine on Mineral Resources.
He was born in 1952 in the Tyumen region (Russia). He graduated from the Geological Department of Lviv University (1974) and graduated from the Faculty of Geography of Chernivtsi (1984) University. He worked in the field of geological expeditions in Altai, Western and Eastern Siberia, Carpathian and other regions of Ukraine, the Caucasus (Armenia, Georgia, Chechnya), Central Asia (Uzbekistan, Tajikistan), Kazakhstan. He participated in the exploration of industrial fields in Ukraine and Russia. Work experience is 35 years, including 19 years of practical field experience and 23 years of research experience. He is a member of Group of Experts of the United Nations Economic Commission for Europe on harmonization of terminology concerning reserves and mineral resources.

On 01 July 2014, Vitaly Butenko was appointed DTEK’s Commercial Director according to the resolution of the Supervisory Board. From April 2007 to August 2010 Mr Butenko served as DTEK’s Director for Strategy, Mergers and Acquisitions and is familiar with our business.

Paul Shapiro joined the European Bank for Reconstruction and Development (EBRD) in 1994 in Privatisation and Development and Early Stage Equity moving to Natural Resources in 2000. Since then he has led numerous debt and equity financings/projects in upstream, midstream and downstream oil and gas sectors including the first true project financing in Russia (Lukoil/Fortum “SeverTEK”), first successful exit of an on- shore PSA in Azerbaijan (Nations “Karasu”) and first major domestic private sector retail in Ukraine (Galnaftogaz “Okko” chain). Mr. Shapiro has also worked on a number of mining initiatives including the multi-mine Structured Russian Gold Export facility, is a regular participant in multilateral energy security and policy initiatives such as the EU-Russia Energy Dialog and INOGATE programme and is a Director of Clean Globe International, a Finnish oil spill response company.
Prior to joining the Bank, Mr. Shapiro was a Vice President of Den norske Bank in their Oil and Gas unit in Norway having begun in their LBO unit in New York coming from Bank of America corporate division and Capital Markets Group where he was originally trained and worked in Structured Finance. Mr. Garry Levesley is our Executive Vice President and Chief Executive Officer for Eastern Europe and the Commonwealth of Independent States. He is responsible for managing some of the largest business units in the company based in this region as well as new business development opportunities. Previously, Garry served as our Executive Vice President and Chief Operating Officer (COO) from 2009 to 2011. As the COO he was primarily responsible for managing all aspects of the operations for all of our assets worldwide. He was involved in such projects as construction of Dniester Hydro Pumped Storage Station, reconstruction of hydro power plants in the Western Ukraine, construction of the back-to-back station between Ukraine and UCTE, construction of CCGT power plant in Crimea, reconstruction of the high voltage power transmission line from Moldova TPP to the substation Isaccea in Romania. Dr. Kubrushko was in charge of valuating several Ukrainian power distribution companies for the London Court of International Arbitration, coordinated due diligence of Moldova TPP in Trans Dniester Republic and power distribution company in the Eastern Ukraine, was involved in assessment of the investment program of Ekibaztus TPP in Kazakhstan. Dr. Kubrushko has significant experience of transaction advice related to electricity export from Ukraine to the Eastern Europe. For the last years, he has been actively involved in structuring and analyzing renewable energy projects with focus on wind farms and small hydros.
Dmitry Kashchuk is responsible for developing and submitting for consideration of proposals and draft laws and other regulations of legal acts on state policy in the field of exploration and ensure rational use of resources, as well as on all other matters relating to Gosgeonedr Ukraine. He has managerial experience in government and commercial companies, specialized in attracting investment and regulatory affairs. He graduated from the faculty International Economics of National University Lviv Polytechnic (2000-2005). In addition, in 2004 he graduated from the Institute of Postgraduate Education of the National Ivan Franko University, degree in law. Since 2011 he has being studing at the National Academy of Public Administration under the President of Ukraine, Public Administration.

His regional roles include General Manager of Tunisia, Gabon and Angola as well as CEO of Eni’s Italian gas storage company.

After the Institute Mykola Martynenko had worked as an engineer at the Kiev mechanical plant for two years. Since 1986 he worked at the Komsomol as deputy secretary, secretary of the Komsomol committee of the plant, the secretary of the Kyiv City Committee LKSMU. Since 1991he was engaged in business. In 1991-1998 he was a Chairman of the Board, President of JSC "Trading House", Chairman of the Board of JSC "Interport Kovel". Since 1998 he has been a people's deputy of Ukraine for last four convocations. He is married and has four daughters.
